Pandemic Response Process Map

The Pandemic Response process is organized into six process maps:

1.     World Health Organization (WHO) Phase 3 tasks

2.     WHO Phase 4 tasks

3.     WHO Phase 5-6 tasks

4.     Response to reported infection

5.     Contact tracing tasks

6.     Legal review tasks

The Pandemic Response Process Map was created to document how an organization responds to pandemic or infectious disease outbreaks similar to SARS in 2005 and H1N1 in 2009. The process map is captures the tasks necessary to adequately respond to an infectious disease outbreak including sample support documents.  These supporting documents include policies, numerous FAQ documents and sample communications for both internal and external use.  Many organizations require their vendors, consulting companies and suppliers to certify they have pandemic response processes in place.  Further instruction may be required in order to implement these procedures in your organization or to customize the procedures for your organization's needs. WHO Phase 3: WHO Phase 3 includes the process for preparing for an infectious disease outbreak.  Phase 3 does not normally require any specific actions on the part of companies but it is generally used as a trigger to review pandemic policies, collateral and plans.  Sample documents are included in the WHO Phase 3 process map.

WHO Phase 4: WHO Phase 4 triggers additional actions to include monitoring local, national and international government advisories, implementing travel advisories and restrictions and addressing Personnel Protective Equipment (PPE) requirements.  Phase 4 also initiates employee communications to include posting FAQ's, signs and advisories.

WHO Phase 5 and 6: WHO Phases 5 and 6 triggers response actions required to address actual infections.  This includes implementing  screening processes and initiating the response and tracking of reported infections.  Phase 5 and 6 maps also initiate the Response process map outlined below.

Response to Reported Infection: The Response process map outlines the actions required to respond to reported cases of infection.  Tasks include confirming and documenting the case, initiating social distancing plans and addressing appropriate communications.  The Response process map also initiates the Contact Tracing map described below.

Contact Tracing: The Contact Tracing process map includes tasks required to trace possible infection paths after an employee has been diagnosed with an infectious disease.  Contact Tracing is crucial to limiting the spread and protecting both the company and employees.  This map includes interview forms and tracking sheets to properly document confirmed cases.

Legal Review:  The Legal Review process map outlines the tasks required to address recommendations and binding directives that may be issued by US and foreign governments.  This process recognizes that certain components of the Pandemic response process require a review by Legal staff in order to protect both the company and employees.
